一個人不到兩萬就可以去韓國旅行, meaning of 不到 一個人不到兩萬就可以去韓國旅行 I am confused about the meaning of this sentence. Does it mean, "One person can go to Korea to travel without surpassing 20,000", or does it mean "20,000 is not sufficient for one person to go travel in Korea"?

The first one is correct, you don't need to spend more than 20,000 to travel to Korea. If you break down the sentence it would be something like, 'a person, no need to reach 20,000, can travel to Korea'

"不到" means "less than..." so your first guess is right.
