When you do air quotes in speaking most people usually pause briefly before and after the quoted section while making quoting motions with both hands (index and middle finger extended and contracting once or twice so that the hands resemble the double quote character "). In this case if you're speaking over the telephone and you heard the person pause around a section of speech you could imagine them doing the hand motion.
