There is no such thing as a "war against terrorism". The US and the UK began a war for oil, but in order to justify it they made up that rubbish. Most leaders in the world simply do not want to end terrorism, because it is a good excuse to buy/sell weapons and because it looks nice to talk about ending terrorism in a political campaign.
