Are the meaning of the following two sentences the same? They appear secretly to control gold mines. They appear to control gold mines secretly.

Not completely. The sentences emphasis a different action. In both sentences the subject is "they". A predicate in a sentence provides information about the subject. In in one sentence the predicate "appear to control" emphasizes "control". In the other sentence "appear secretly" emphasizes "secrect". But a native speaker would hear a similar meaning in both sentences.
