Why is the queen represented on Canadian money?

Because Canada is a Constitutional Monarchy, i.e. a State formally governed by a sovereign, now Queen Elizabeth II. The Queen of the United Kingdom is also the Head of State in Canada, even if she has almost no real power ("the monarch reigns but doesn't rule") as the law-making process is in the hands of the Canadian Parliament.

Canada is an fully independent country with its own parliament and laws. However its head of state is Queen Elizabeth the Second, who is also Queen of Australia, the UK, New Zealand and several other countries. They are seperate monarchies that are held by the same person.
