Is it better to omit the second 'the worst'? it has the worst quality food and (the worst) service. Thanks

You can choose to omit it and it is fine. However, by stating it twice you add emphasis making it sound "doubly bad". Note that by omitting the second one you are associating "food and service" together and making them seem like "one thing" in your mind. Since food and service are very important in a restaurant, it is quite OK to do this.
