If your department needs 10 employees but there were only 8, it is under ____ what? If your department needs 10 employees but there were only 8. Is there a general term of a formal phrase or a word to descript that situation in English? I would use "The office does not have enough manpower", "The department is under the needed resource of employee", "The department has a shortage of labor count", "The department has a shortage of labor heads." to describe that.
