There is a distinction. Mean is someone who acts in a way that is hurtful or unkind to others. Rude is just someone who ignores the conventions governing polite behavior, more out of a disregard or ignorance for these norms, rather than a desire to be cruel. Sometimes there is some overlap, as some of the conventions of polite society are in place to protect people's feelings.

Yes, they are very similar and you could use both. I use rude more when someone's body language or something they said to someone is not nice.
