I'm afraid that none of them are correct. They should read: He did not *have a* sore throat. He is going to *go* home.

"He did not has sore throat" is incorrect, "He didn't have a sore throat. " or "He did not have a sore throat. " are both correct. "He is going to home" is incorrect, it should be something like "He is going to go home" or "He is going to run home".
