A bit of context could be useful here. Literally: I manipulated it both in the upper part and in the lower part. The overall meaning should be: I did whatever possible whit it, or I manipulated it in every possible way. "Lavorarsi qualcuno" usually could mean to manipulate someone, or even to make out with someone.
