Is this sentence correct?
I came across this sentence in my English book:
Many online stores offer free-shipping services, which considered is highly conducive to convenience, leading to greater customer satisfaction.
What confuses me is the use of "consider" here, it seems to be ungrammatical. I think the sentence should be:
[...], which is considered to be highly conducive to convenience[...]
Am I right? Please give me some opinions. Thanks!
