Past simple order word Where the atmosphere was like a party? OR Where was the atmosphere like a party? Or bouth fine?

The answer depends on what whether these are fragments, or full sentences. If these are full sentences, the second one is correct. A possible context: "you were talking about a place you went to, and it felt like a party. Where was the atmosphere like a party?" The first sentence will be correct if it is a relative clause (and not a full sentence). As in, "where was the place you went to, where the atmosphere was like a party?" So second sentence is fine as a complete sentence question. The first one will only work if it is a relative clause, and part of a larger sentence.
