… the latter (“the using”) just isn't said, I'm afraid. There may be many instances where gerunds (or the “-ing” form) are used to describe the process of doing something (as in “The Making of the ‘Lord of the Rings’ trilogy”), but this isn't one of them. We simply say “the use of [something]”. To sum up, the use of the gerundive form of “use” with a definite article just… doesn't exist.
