about present perfect tense "Chinese government has always been advocating the developing concept of 'people-oriented', emphasizing traveling by bus instead of by private car." I have two questions about this sentence above. first one is why cant we use present perfect tense here, like Chinese government has always advocated... second one is can we omit the second 'by' in this sentence? like traveling by bus instead of private car. Thanks :)

Hello Shellmy Chen, There is a present perfect in the first sentence - it is a present perfect continuous but I think that with 'always' it should be present perfect simple in this context. The second 'by' could be omitted as the first one has done the job for two if required. I suspect that the text has not been written by a native speaker as the structures are not quite right!
