Would you please expain the sentence in plain words? As the wines are not yet disposed of, nor likely to be for some time, we cannot obey Mr. Saito's orders as to drawing on you or remitting you the balance at present. I don't understand what "draw on","disposed of" and "remit" mean in this sentence? Would you please explain the sentence in plain words? Thank you.

This is a very formal sentence which you would not see in modern business English. A bit more context would help but this is my best guess: "We have not yet sold or distributed the wines and we do not expect to do so for some time. As a result, contrary to Mr Saito's orders, we cannot take money from your account or send you any money remaining after the transaction(s)."
