Is this answer condescending? I'm happy to oblige. If someone said to you this 'Would you be able to lend your expertise?', is that gentle answer above?

It is a very polite and formal answer. Not condescending at all. More informally you could say, I'd be happy to (help, assist, whatever). You don't have to say "help", it's implied when you say, "I'd be happy to".

The answer is a good answer if you would truly be happy and willing to help them with your expertise.
