Affect = something that causes something else to change... for example "The weather forecast has affected our plans for the weekend." Effect = the result of something. For example "The effect of the bad forecast for this weekend, has been the cancellation of our plans."

Effect is a result of something, while affect is a verb that expresses a relatonship between a subject and an object. Plus, the pronunciation is slightly different.
