"Garbage can" goes together as a unit. "To the curb" goes together as a unit. "Can to the curb" does not go together as a unit. It is talking about a "mini-garbage can." That is to say, a little, child-sized garbage can. The garbage can is on wheels. It rolls. We can use "wheel" as a verb. We can say "he pushes the garbage can" or we can say "he wheels the garbage can." The curb is the raised edge of the sidewalk. Where does he wheel his garbage can? He wheels his garbage can to the curb.

The pictures in Dan's link really help with this one. In many parts of the US - you'll have garbage cans inside your house. When they get full, you put the garbage in big garbage can that is outside of your house. Then, once a week, you take the big garbage can and put it on the side of the street ("the curb"). The garbage collectors take the garbage away (and they leave the can) and you bring the empty outdoor can back to your house (away from the street). This (ridiculously cute) little kid has seen his parent bring the big garbage can to the curb every week and is copying that with his little tiny garbage can.
