A question about English modal verbs.
This is a multiple choice:
" We didn't see him at the exhibition yesterday."
" He＿ it."
A. mustn't visit
B. can't have visited
C. should have gone to see
D. may see
My English teacher chose B. can't have visited. But I prefer C. shoud have gone to see
Which option is right? Thank you very much for answering.

B is likely to be right as the most natural response. The other person logically reasons that it is likely that he didn't go.
C makes sense but is a non sequitur. The first person said only that he or she didn't see him, not that he definitely didn't go.
