I’m not sure what does "Conviction's only 78 percent as against 82 percent last year" exactly mean. I think it possibly means "Conviction is 78 percent this year and was 82 percent last year." or "78 percent of a first offender was convicted and 82 percent of recidivist was convicted last year.", but I don‘t know which is right. Or I completely understand it wrong?
