Are these correct ? What happened ? has every thing forgotten about that important issue ?

The first sentence is correct. The second sentence is incorrect and it is impossible to discern how you meant. For example, you could have meant: "Has everything now BEEN forgotten regarding that important issue?" "Has everybody now forgotten about that important issue?" Or you could say, 'what happened? - did everybody just forget about that important issue?'

The first question is right. But the second isn't. Maybe you might mean "Has EVERYONE forgotten about that important issue?".
