Hеrе іs thе lеttеr to bе maіlеd asap... Hеrе іs thе lеttеr to bе maіlеd asap! & Hеrе іs thе lеttеr you should send asap! What is the difference?

In this context there is no real difference. The use of "mailed," might imply that the speaker is handing somebody a letter than has already been put in an addressed envelope whereas "that you should send," might imply that the speaker is handing somebody a piece of paper from the printer. But the overall meaning is exactly the same - put this letter in the post ASAP.
