Let out (In the first sentence.) It was meant to be a joke. The person saying it is indicating that he is unable to leave at will. Out here (in the second sentence.) Means that the person has traveled from the place of origin to a distant place. It is usually in the context of traveling from the east coast of the US (Boston) to the west coast of the US.
