How do you say this? He borrowed some money and never paid me back. I think he will never pay me back. If I say; He left an outstanding debt of me. Is it OK? Or what do you say?

i wouldn't say "outstanding debt" as it is mostly use for stuff like credit card debts or school fees. You can use "i doubt that he would ever return it back"
