"Rise" is an intransitive verb. In other words, it cannot take an object: The sun rises. Bread rises in the oven. Prices rise when inflation is high. "Raise" is a transitive verb. It has to have a subject and object. You can raise your hand, you can raise money for a cause, you can raise an objection to an idea. It's as simple as that.
