These two are the completely same expressions each other. If I have to say something, however, I'd say the images of 「ずるい」and 「悪い」 could make a very slight difference in its literal connotation depending on the context.

もし違いがあるとすれば 「誠実でない手段で利益を享受しようとする、悪や腹黒さが強調されている」ほうが悪賢いの方で 「抜け目がなく、知恵や頭の回転のほうが強調されている 抜け目がない ・ 小利口」が ずる賢いですかね。
