Thе town іs bеіng buіlt... Thе town іs bеіng buіlt. & Thе town has bеіng buіlt. What is the difference?

First of all, the second sentence is misspelled. It should be "The town has been built". The difference is that the first indicates ongoing action (not completed), and the second one indicate finished action (completed).
