Why use "at" here? He wondered which of them had sent the footpad to silence the Stark boy, and whether they had truly conspired at the death of Lord Arryn. Hi, I can't find the phrase "conspire at" in any dictionary. Why use "at" here? Thank you.

The "at" introduces the prepositional phrase, "at the death..." This is the place/scene where Lord Arryn died.
