"around the clock" means "all the time" ("24/7", etc). In other words, they do not spend all of their time finding cats, but they do it sometimes.

They aren't actively looking for stray cats on the streets all the time (24 hours a day/7 days a week) to rescue. But in regards to those cats that they do find or the ones that wander by, they can't just sit back and watch the cats die, so they allow then to stay and they take care of them (or look after them).

She is saying that they are not actively looking for stray animals to take care of. They are just taking care of the animals that are around the temple.
