Are these all OK and the same? His hands were all over me. He had his hands all over me. / He put his hands all over me. He touched me all over.

All the sentences are OK, but “His hands were all over me” and “He had his hands all over me” are the most natural/common/idiomatic for expressing the idea that a man was getting too “touchy” with a woman.
