Hi Daisy, 1 is grammatically correct, but still sounds unnatural. It's not something you would hear in a normal conversation. 2 is incorrect. I would say, "A public water system is a system for the public for the provision of piped water for human consumption". I think moving "for the public" makes it sound more natural.

Emily's answer is good. The biggest issue with the original is the second use of 'for'. '...for provision to the public...' would be better.
