This is a song by Bob Geldof, released in a time where he was singing a lot about sex. I think it's safe to assume what he means is that she "fixes up her hair like when she's going down on him" or performing oral sex. The second verse has the same euphemism. "And it sucks the blood from off the strings. Before it disappears again. Like down on me" Hope this helps, Matt
