Almost. But not quite like that. . You have the floor = It is your turn to speak. Sometimes you have a chairman, chairwoman, or similar whodecides who "has the floor" at any one time. . You could say it is their job to decide "who has the floor". . You can definitely say thjat it is their role to "say when a classmate can speak". I mean to ask whther I can tell a student that their role is "to give the floor" in their team.
