There seems to be a mistake in your chosen best answer. Olga is right that there are three possible ways of saying '2008', but the last one is not an option.
"Two hundred and eight" (208) is obviously wrong : nobody says "two hundred and eight" ....unless, of course, you're a historian referring to the year AD 208!

Two thousand eight (US English)
Two thousand and eight (Br E)
