I had not sent him the file when he had asked I thought he felt resentful because I had not sent him the file when he had asked but had sent him later while he did not want it anymore. Is the tense of the above correct? The sequence of the action is: He asked for the file -> I did not sent him -> he stopped ask him -> I sent him the file.

Hi, Emily! The tenses are perfect, but there are a few other areas in the sentence that need to be rewritten: "I thought he felt resentful, because I had not sent him the file when he had asked FOR IT, but I had sent IT TO him later WHEN he did not want it anymore." I hope this helps! =)
