It is a saying that is pretty literal actually. It is mostly a rhetorical question that is used to imply that something should be done now instead of later. I'm sorry if my explanation isn't good enough in Japanese.

It's a proverb, so it's always a bit open to interpretation, but the basic meaning is procrastinating is bad.
