저는 한국어를 잘 못해요. is corrrcet. ~~ 했어요 is past tense. when you are fluent in korean, you can say 처음 한국어 공부를 시작할 때에는 한국어를 잘 못했어요. 한국어를 안 잘했어요 is not used commonly.
