It should be written as 해 떠라 or 해가 떠라, which is an imperative form of 해가 뜨다 (해 = sun, 뜨다 = to rise). Since 해가 뜨다 means "The sun rises", 해(가) 떠라 is like saying "Make the sun rise!" or "Let the sun rise!". It's not something you'd hear except in fairy tales or children's cartoons, and the like.
