Can I use these both interchangeably? That's the worst thing you could have done. You could not have done anything worse than this.

Absolutely!! Those are more or less completely interchangeable :)

Yes, but "that's the worst thing you could have done" is a little more informal. "You could not have done anything worse than this." is just a little more formal and might seem a little stilted in casual, informal situations, It might be more appropriate in a formal situation such as a boss reprimanding a subordinate. "that's the worst thing you could have done" would be more appropriate in a casual conversation among friends.
