"Flashing" is a waterproof material, usually thin metal, used at joints in a roof to keep water out of a house. Usually around a fireplace or vent. So to "pull out bad flashing" would usually mean you are on the roof or working on the roof from a ladder taking out the bad metal to replace it.

It was a large roof, of a hotel. The "from a ladder" is a guess. We know from the rest of the piece that he was already off the ladder and onto the roof. Kurt's explanation of flashing and removing broken flashing is absolutely right. . Why, oh why, don't they fix the ampersand comes out as & bug?
