Is it correct? Not go into Trump has insisted the special counsel not go into his personal finances.

I think Ghia was wondering about the "strange" verb form rather than the phrase "go into". It doesn't look right to a non-native speaker but it is correct. It's called subjunctive. More examples: https://www.ego4u.com/en/cram-up/grammar/subjunctive

Yes this is correct. 'Go into' is a phrasal verb. In your sentence above it means investigate. https://www.italki.com/ana.nz –English and Portuguese Teacher - professora de inglês e português
