I believe 'over the speed limit' would be a more usual collocation, although 'above the speed limit' is acceptable as well. In both cases, however, the definite article ('the') is needed. :)

Besides saying someone where driving "10 mph over/above the speed limit", you also could say that someone "exceeded speed limit by 10 mph".
