What’s the difference between the two interpretations?

Hi. I know I have asked about this sentence.
But I don’t quite understand why I can’t interpret it as “No one knew the maps much better than Tyrion did”. Instead, I should understand it as “There was no one who knew the maps much better than he did”.
What is the difference between the two interpretations?
To me they are the same.
