The question is about British English "The Royal Navy" In British English for military purposes, to be on secondment = to be temporary transferred to other duties. Originally applied to officers only, but later began to be applied to ordinary soldiers or sailors. so for reading some older literature there may sometimes be a subtle difference in meaning.
