Both are viable sentences.
The first is a little more natural or likely, but both are sensible.
How is life here? - is more asking about a person's life. But could be meant generally.
How is the life here? - is more asking in general, maybe less personal, as if to stress more an answer about life in general. As if stressing the difference between here and somewhere else? Oh it rains. The farmers have it tough.
