Can I use the word ''expenditure" with time? I understand that ''expenditure'' is used with money. Ex) The expenditure of France on cars were higher than the UK. How about time? Ex) The expenditure of time on computer is highest among younger people. Is that correct? Thank you :)

Your example is not quite correct. Time, like money, can be spent, wasted, invested, saved etc.. I think if you describe both money and time as being expended: "expenditure in terms of money and time", it is more acceptable.
