We are engaged = This is our state. We are not single. We are not yet married. We are engaged. We have been engaged e.g. for 6 months. = We got engaged 6 months ago and we are still engaged now. With the present perfect (have been), you need to include more information in this sentence, usually the duration. On its own, "we have been engaged" would not be correct.
