No, they are different. Heart rate is just speed at any time, your pulse. Blood pressure is like a medical thing- it can be too high or too low.

No, the heart rate is how many times the heart beats (usually) measured per minute and blood pressure is the strength or push of blood flow through the circulatory system. Hope it helps.
