Two phrases 1. Procedure to notify to client's email, the intention by an user to be contacted 2. Procedure to notify client by email, that there is an user who wants to be contacted Which one is the best option to explain the goal of a procedure ?? or both are correct ?? thanks

Both are wrong and don't make much sense. Try to explain in different word what you're trying to say so that someone on here could help you with it. As for parts of your sentences, "the procedure", "to notify a client", "a user".
