The first. There is no need for a hyphen here because "third" is used normally as a noun, like "One friend of mine". You might see this: "The glass was one-third full." "one-third" here is a compound adjective, made up of a number (adjective) and a noun (third). The hyphen helps to make it clear that the words are being used together as a compound adjective.
